Why can't a current transformer intended for measuring purposes be used as a protection current transformer?

A current transformer (CT) designed for measuring purposes operates up to a specific rated value, over a range of currents.  The rated limit and range of this transformer usually reflect the normal operating conditions of the circuit to which it is attached.  A protection CT however is designed with a rating many times higher than normal operating conditions and an operating range that is much greater than a measuring CT.  Under short-circuit conditions the CT response is very important and as such a protection CT must be used.
